A thoughtful and detailed analysis lays out the key risks of carbon leakage across different commodities in terms of trade and investment, and suggests that YES INDEED, there is a role for a Border Carbon Adjustment Mechanism. That’s right, it’s a BoCA and most definitely not a CBAM, but whatever it is, it won’t hurt a bit?!
